A regulatory framework that stimulates and supports the development of innovation has been developed and continues to be honed in the region. Programmes have been developed and approved in an effort to create attractive living and working conditions for highly qualified scientific, managerial, and production personnel.

The region has an evolving infrastructure for innovative activities: technoparks (the Technopark of the Novosibirsk Akademgorodok, the Biotechnopark, the Medical Technopark), business incubators, industrial parks, and the Linevo territory of advanced social and economic development (TASED), which is intended particularly for the implementation of compact investment projects with an innovative component.
